Pakistan Electronic Media Regulatory Authority (PEMRA) ordinance was developed by the Ministry to Law, Justice, and Human Rights & Parliamentary Affairs in 2002 under the supervision of President of Pakistan General Pervaiz Musharraf. Government felt the need to this ordinance because the number to TV channels (news channels) was increasing very rapidly. In order to keep an eye on the TV channels the government came up with this new PEMRA ordinance although there were already rules and regulations for the electronic channels but government worked for a new improved version. This ordinance cater to the electronic media, print media, radio stations and other broadcast channels. An authority was developed to monitor the effectiveness of the PEMRA. The Authority shall be responsible for regulating the establishment and operation of all broadcast and CTV stations in Pakistan established for the purpose of international, national, provincial, district, local or special target audiences this ordinance was criticized by the news papers a lot. This ordinance gives the “definition” of all mediums like advertising, news, authority, and broadcast etc. and restrict the media to obey the rules and regulations of the PEMRA ordinance as per described in the ordinance. Government tried to control the media by this law but unfortunately the purpose was not achieved.
